The article evaluates the report of Extraordinary Commissioner of Bulgarian Emirate Ali Ferruh Bey, dated April 2, 1902. The report contains information about the religious and social situation of the Muslim Turkish people living in the Bulgarian Emirate and the Eastern Rumelian Province. The establishment of the Bulgarian Emirate and the Eastern Rumelian Province are summarized in the introduction of the article. Then, after the Treaty of Berlin in 1878, the religious, educational and social status of Muslims living here were briefly mentioned by scanning the available secondary literature. In the second part of the study, the articles of the report are presented in today's Turkish and evaluated. As a result, the situation of the Muslim Turkish minority in Bulgaria was emphasized on the dates after the writing of the report.
Makalede Bulgaristan Emareti Fevkalade Komiseri Ali Ferruh Bey’in 2 Nisan 1902 tarihli layihası değerlendirilmektedir. Layiha Bulgaristan Emaretinde ve Şarkî Rumeli Vilâyeti’nde yaşayan Müslüman Türk halkın dinî ve sosyal durumu hakkında bilgiler içermektedir. Makalenin girişinde Bulgaristan Emareti’nin ve Şarkî Rumeli Vilâyeti’nin kuruluşu özetlenmektedir. Ardından 1878 Berlin Antlaşması’ndan sonra buralarda yaşayan Müslümanların dinî, eğitim ve sosyal durumları, mevcut ikincil literatür taranmak suretiyle kısaca hatırlatılmıştır. Makalenin ikinci kısmında layihanın maddeleri günümüz Türkçesiyle verilmiş ve değerlendirmesi yapılmıştır. Sonuçta ise layihanın yazımından sonraki tarihlerde Bulgaristan’daki Müslüman Türk azınlığın durumuna temas edilmiştir.
