Arap Baharı’nın Afrika’daki Güç Dengesine ve Türkiye-Afrika Ortaklığına Yansımaları

Öz

Arap Baharı’ndan sonra Afrika’daki güç dengesinin nasıl değiştiği ve bu değişimin Türk-Afrika ilişkilerini ne şekilde etkilediği, bu makalenin cevap aradığı temel sorulardır. Arap Baharı sadece merkez üssü Kuzey Afrika’yı değil, tüm Afrika kıtasını etkileyen dönüştürücü bir sarsıntıydı. Afrika Birliği’nde etkin olan bölgesel güçler, uluslararası ilişkilerini Arap Baharı’ndan sonra değişen kıtasal güç dengesine adapte etmişlerdir. Ankara ile Kahire arasındaki siyasî ihtilaftan kaynaklanan bazı meydan okumalara rağmen, Türkiye ile Afrika devletleri arasındaki ticarî bağlar, kalkınma iş birliği projeleri ve olağan toplantılar Arap Baharı sürecinde herhangi bir kesintiye uğramamıştır. Bu sonuç, Türkiye’nin Afrika’daki jeopolitik değişimlere ayak uydurma kabiliyeti ile ilişkilendirilebilir.

Les impacts du printemps arabe sur l’équilibre des pouvoirs en Afrique et le partenariat turco-africain

Öz

Comment l’équilibre des pouvoirs en Afrique a changé après le printemps arabe et de quelle manière cela a influencé les relations turco-africaines sont les principales questions auxquelles cet article cherche à répondre. Le printemps arabe était un tremblement transformateur qui a affecté non seulement son épicentre, l’Afrique du Nord, mais aussi le continent africain dans son ensemble. Les puissances régionales au sein de l’Union africaine (UA) ont ajusté leurs relations internationales au changement de l’équilibre des pouvoirs dans le continent après le printemps arabe. Il apparaît que ni les liens commerciaux existants et les projets de coopération au développement, ni les réunions régulières entre les pays africains et la Turquie n’aient été interrompus par le printemps arabe, bien que la rupture politique entre et Le Caire aient accompagné plusieurs défis. Ce résultat peut être lié à la capacité de la Turquie à s’adapter aux changements géopolitiques en Afrique.
