Öz

ABSTRACT
There has been a dialectical process at every stage of history between the agents that constitute society and the institutions that control power. Today, this process can be seen in the struggle for democracy between the state, which is an active component in maintaining the market order, and society, whose power of influence is gradually diminishing. It is inevitable that individuals take responsibility for a Polanyian societal counter-movement in democracies where economic relations affect markets and markets affect the administrative processes of the state. At this stage, participatory democracy practices come to the fore to strengthen local governments against the centralized state and social policies against neoliberal policies. One of these practices is participatory budgeting, which was first experienced in the city of Porto Alegre in the state of Rio Grande do Sul in Brazil. This practice aimed to improve the rights of the marginalized groups in society and has achieved remarkable success in this process. This study focuses on the case of Porto Alegre to examine how citizens who are unable to express their demands for local public goods and services learn to participate in political decision-making processes through participatory budgeting.

PİYASA-TOPLUM DİYALEKTİĞİNE YEREL BİR BAKIŞ: PORTO ALEGRE ÖRNEĞİ

Öz

Tarihin her gelişim aşamasında toplumu oluşturan birimler ve gücü elinde bulunduran kurumlar arasında diyalektik bir süreç yaşanmıştır. Bu sürecin günümüzdeki karşılığı, piyasa düzeninin sağlanmasında aktif bir unsur olan devlet ile etki gücü giderek azalan toplum arasındaki demokrasi mücadelesidir. Ekonomik ilişkilerin piyasaları, piyasaların devletin yönetsel süreçlerini etkilediği demokrasilerde; Polanyici bir toplumsal karşı hareketin sağlanması için bireylerin sorumluluk alması artık kaçınılmaz bir noktadadır. Bu aşamada, merkezileşen devlet karşısında yerel yönetimlerin; neoliberal politikalar karşısında sosyal politikaların güçlenmesi için katılımcı demokrasi uygulamaları öne çıkmaktadır. Bu uygulamalardan biri olan ve dünya üzerinde ilk kez Brezilya’nın Rio Grande do Sul eyaletindeki Porto Alegre şehrinde deneyimlenen katılımcı bütçe uygulaması; toplumdan dışlanmış kesimin haklarını iyileştirmeyi amaçlamış ve bu konuda kayda değer bir başarı sağlamıştır. Bu çalışma, yerel kamusal mal ve hizmetlere yönelik taleplerini ifade edemeyen vatandaşların katılımcı bütçeleme yoluyla siyasi karar alma süreçlerine katılmayı nasıl öğrendiklerini incelemek üzere Porto Alegre örneğine odaklanmaktadır.
