Öz

Kentsel dönüşüm ilk olarak Sanayi Devrimini yaşayan
ülkelerde bir ihtiyaç haline gelmiştir. Dolayısıyla sanayileşmeye bağlı gelişen
ülkelerde, kentsel dönüşüm uygulaması önemli bir kente müdahale aracı olarak
işlev görmüştür. Zaman içerisinde kentsel dönüşümün uygulanışında farklı
politika ve yöntemler ortaya çıkmış olsa da bu temel politikaları ve uygulama
yöntemlerini gelişmiş ülkeler üzerinden incelemek mümkündür. Konuyla ilgili
olarak bu makalede, gelişmiş ülkelerde ekonominin geliştirilmesi amacıyla gerçekleştirilen
bazı kentsel dönüşüm uygulamaları incelenmektedir. Bu kapsamda İngiltere,
Almanya, Fransa, Amerika Birleşik Devletleri, Japonya ve Avusturalya örnekleri
üzerinden; ekonomik yönden kente katkı sunması amacıyla gerçekleştirilen bazı uygulamalar
derlenmişlerdir. Örneklemi oluşturan bu ülkelerde, ekonominin geliştirilmesine
yönelik gerçekleştirilen kentsel dönüşüm çalışmalarına bakıldığında, artık
kentsel dönüşümün sadece eski yapıları yenilemek amaçlı kullanılmadığı,
ekonomik temellerde kentleri geleceğe taşımak için de kullanıldığı
görülmektedir. Diğer bir deyişle kentsel dönüşüm uygulaması artık kentlerin
gelecek vizyonlarını belirleyen önemli bir araç olarak işlev görmektedir. Bu
kapsamda gelişmiş ülkelerde ekonominin geliştirilmesi amacıyla oldukça büyük
yatırımlarla kentsel dönüşüm çalışmaları yapıldığı, bu çalışmalarda özel
sektörün güçlendirilmesinin amaçlandığı; böylece hem kent ölçeğinde (mikro) hem
de ulusal ölçekte (makro) ekonomik bir değer yaratıldığı görülmektedir.

Implementation of Urban Transformation Projects for the Development of Economy in Developed Countries

Öz

Urban transformation first
became a need in countries that have experienced the Industrial Revolution.
Therefore, the application of urban transformation is seen as an important
intervention tool for cities in the developed countries due to
industrialization. Although different policies and methods have emerged over
time in the application of urban transformation. But it is possible to examine
these basic policies and implementation methods through developed countries. As
regards the issue, this article examines some urban transformation applications
which aim  the development of economy in
developed countries. In this context, through examples of England, Germany,
France, United States, Japan and Australia; some projects compiled for this
purpose. When we look at the urban transformation projects which are
implemented to improve the economy at these countries, it is seen that the
urban transformation is now used not only for the purpose of renewing old
buildings, but also for taking cities to the future on economic bases. In other
words, the application of urban transformation is an important tool to determine
the future visions of cities. In this context, urban transformation has been
carried out with considerable investments for the development of economies in
developed countries. Also it is aimed to strengthen the private sector in these
works. Thus, it is aimed to creating an economic value both at the urban scale
(micro) and at the national scale (macro).
